What Story viewer order actually means
The short version: nobody outside Instagram knows the formula, Instagram has never documented it, and the popular interpretation is almost certainly wrong.
The popular theory
The widespread claim is that the first names are the people who visit your profile most. It spread because it is a satisfying story, not because anyone demonstrated it.
What can be observed
Under roughly fifty viewers, the list behaves close to reverse-chronological — most recent first. Above that, it reorders in ways that correlate loosely with accounts you interact with. It also changes while the Story is still live, which reverse-chronological ordering alone would not do.
Why it is unreliable evidence
The signal is mixed together from several inputs, changes without warning, and has never been confirmed. Drawing conclusions about someone's interest from list position is reading tea leaves.
Signals that are actually measurable
